Hand Luggage

For our initial tariff, you are allowed to bring one of the main hand baggage and a small object to total weight combined of up to 7 kg. If you are traveling with a toddler, you are allowed to bring food toddlers. If seats are booked for a toddler, you are also allowed to bring a toddler car seat that has been approved to the cabin. Contact Citilink Reservations so we can include them in your booking.

We will ensure that your luggage arrives on time and in the same condition as we receive it. If the Baggage that are entrusted or your cabin baggage is lost or damaged, you can ask the help of the staff in Citilink Baggage Booth in the airport of arrivals or to the Citilink Service Desk if Citilink Baggage Booth is not available. If your luggage is damaged, you must show the the luggage to the staff to learn the damage level.

  1. Smart luggage with non-removable lithium-ion batteries is not allowed to be transported by Citilink Indonesia flights.
  2. Only smart luggage with removable lithium-ion batteries is permitted to be transported by Citilink Indonesia flights, with the following conditions:
    1. Lithium-ion battery capacity ≤ 100 Wh, and the battery is not installed.
    2. Smart luggage is allowed as cabin baggage with dimensions according to the cabin baggage regulations: 56 cm x 36 cm x 23 cm (Airbus A320 & A330) and 41 cm x 34 cm x 17 cm (ATR 72-600), with a maximum weight of 7 kg, fitting when measured using the provided Baggage Test Unit (BTU).
    3. If smart luggage is reported as checked baggage at the check-in counter, the battery must be detached, and the passenger must carry the battery.
    4. If smart luggage does not meet the conditions in point b, sweeping baggage regulations apply, and Citilink imposes a sweeping baggage fee at the boarding gate.
    5. Passengers carrying smart luggage are required to report to the check-in staff. If passengers are unwilling to meet the above requirements, Citilink staff have the right to refuse its carriage.
    6. Smart luggage is recommended to be equipped with extra protection (e.g., a cover).
  3. It is advisable to read the description and specifications of Smart Luggage officially released by the manufacturer on their website or other manufacturer official information.

Definition:  
1. A portable electronic device (PED) is defined by the International Air Transport Association (IATA) as any piece of lightweight, electrically-powered equipment. These devices typically are consumer electronic devices, capable of communication, data processing and/or computing. Examples are laptop computers, tablets, e-readers, smartphones, MP3 players, drones and electronic toys.

Guidence For: Procedures;
Portable electronic devices (PED) containing batteries PEDs, which may include electronics such as cameras, mobile phones, laptops and tablets containing batteries, when carried by passengers for personal use, should be carried in carry-on baggage.
If devices are carried in checked baggage:
1. measures must be taken to protect the device from damage and to prevent unintentional activation; 2. the device must be completely switched off (not in sleep or hibernation mode).  
Spare lithium batteries Spare batteries must be individually protected to prevent short circuits by placement in the original retail packaging or by otherwise insulating terminals, e.g. by taping over exposed terminals or placing each battery in a separate plastic bag or protective pouch and carried in carry-on baggage only.
Articles containing lithium cells or batteries, the primary purpose of which is to provide power to another device, e.g. power banks, are considered as spare batteries and are restricted to carry-on baggage only.
Batteries must be of a type that meets the requirements of the UN Manual of Tests and Criteria, Part III, subsection 38.3.
Electronic cigarettes containing batteries – “e-cigarettes” Electronic cigarettes including e-cigars and other personal vaporizers containing batteries when carried by passengers for personal use must be in carry-on baggage only. Recharging of these devices and/or batteries on board the aircraft is not permitted and the passenger must take measures to prevent accidental activation
Baggage with integrated lithium batteries – “smart luggage” These devices could include integrated lithium batteries, motors, power banks, GPS, GSM, Bluetooth, RFID or Wi-Fi technology. The presence of the lithium batteries can contravene various regulatory requirements. Examples of “smart” luggage include features such as:
1. Lithium ion battery and motor allowing it to be used as a personal transportation device. 2. Lithium ion battery power bank that allows charging of other electronic devices. 3. GPS tracking devices with or without GSM capability 3. Bluetooth, RFID and Wi-Fi capability.
All portable electronic devices (PED) carried on an aircraft are subject to specific requirements to ensure that they do not pose a hazard to aircraft systems due to electromagnetic radiation.
Baggage equipped with a lithium battery, other than lithium button cells:
1. If the baggage is to be checked in, the lithium battery must be removed from the baggage and the lithium battery must be carried in the cabin; or 2. The baggage may be carried in the cabin. Please see cabin baggage provision. 3. Baggage where the lithium battery is designed to charge other devices and cannot be removed is forbidden for carriage.  
  1. Ensure that your power bank is in good condition. Know the battery capacity of your power bank and report it to the Citilink staff before departure. Power bank containing lithium-ion cells are classified as spare batteries and must be transported in accordance with flight safety procedures, with the following provisions:
    • Power banks are only allowed to be carried onto the aircraft as cabin baggage and not permitted in checked baggage 
    • Power banks must not be used or turned on during the flight 
    • Power banks must not be placed with flammable items 
  1. Power banks with a capacity of 100 Wh are allowed to be carried into the cabin. Power banks with a capacity of 101 to 160 Wh are only permitted to be carried into the cabin after obtaining approval from Citilink staff. Ensure that the power bank has a clear capacity label to be allowed on the flight.

    Notes:

    • 100 Wh = 20,000 mAh; 160 Wh = 32,000 mAh; assuming a voltage of 5V 
    • If cell voltage capacity of the power bank is other than 5 V, obtain the watt-hour capacity by calculating using the watt-hour formula :

      Watt-hour (Wh) = Voltage (V) x Miliampere-hour (mAh) ÷ 1000

    • The watt-hour rating/capacity should be the primary reference in determining whether the power bank can be carried or not.

Checked Baggage

  1. If your baggage is not received on arrival or found to be damaged, customers are required to immediately report to the Baggage Service office in the arrivals area before leaving the airport (applies to domestic and international flights).
  2. The report will be followed up if completed with baggage tag number, identity card and boarding pass.
  3. As proof of the report, Baggage Service staff will issue a Property Irregularity Report (PIR) form for your reference and report evidence.
  4. Property Irregularity Report (PIR) is made according to the name of the baggage owner (whose baggage is not received upon arrival or baggage is found in a damaged state) and cannot be done by grouping.
  5. The tracing process of missing baggage will be conducted for 14 calendar days. If the baggage is found, it will be delivered to your enlisted address on the PIR form.
  6. If the baggage could not be found within 14 days, your baggage will be declared as lost hence claim can be proceeded.
  7. The time limit to submit a claim for compensation for missing or damaged baggage is 60 days from the date the Property Irregularity Report (PIR) is issued.
  8. The report received after leaving the arrival hall (except for international flights) or not completed with the required documents will be treated as a courtesy report and will be released on a courtesy report form.
  9. A courtesy Report is a report of missing or damaged baggage that will be followed up without any responsibility to provide compensation.
  10. In terms of courtesy report for lost baggage, Citilink responsibility is to assist the tracing process of lost baggage reports. With a tracing process period of 7 calendar days. Regarding of courtesy report of damaged baggage, the report will be treated as valuable reference for the improving our baggage services.
  11. If the baggage is not received upon arrival (same date and flight number), the baggage includes objects or other property used and needed for comfort during the trip (Personal Effect). Citilink will provide First Need Compensation (FNC)/waiting money with the following conditions:
    • FNC shall be given IDR 200.000 per passenger/day for domestic flights, with a maximum payment of 3 days.
    • FNC is not provided for baggage delays caused by Custom Problems.
    • In accordance with applicable regulations (Regulation of Ministry of Transportation No 77 Year 2011, Warsaw Convention Year 1929, and Montreal Convention 1999), lost baggage compensation refers to the weight of the lost, either of the baggage or the content. They are here as follows:
  1. In case of damage to checked baggage, the form of responsibility are as follows:
    • Minor Damage category, the baggage is still proper as its function is to hold and carry the contents of the baggage. Examples are small torn or holes in baggage, broken wheels, broken handles, bent handles, loose wrapping rope, and damage to the main zipper. Still, they can be closed, damage on side zipper, damage on lock, and damage on accessories attached to the baggage.
      For this category, we will repair the baggage.
    • In the Major Damage category, the baggage is malfunctioning, unable to keep and carry its contents, but still can be repaired. Example: big torn or hole on the part which can be repaired, damage on the main zipper which cannot be closed, broken all wheels or 75% wheel are broken. These damages will be repaired or replaced.
    • Total Damage category, the baggage is malfunctioning, its content cannot be kept and carried, and it cannot be repaired. Example: Crushed Baggage. For this category, we will replace the baggage
  1. Citilink is exempted for any loss suffered by passengers in the event of lost or damage to valuable items kept inside checked baggage. Passengers, on his/her own responsibility, must exclude/ remove/ensure that the valuable items are always under his/her own control and supervision (carry them into cabin baggage).

 

Cabbin Baggage

  • If customers lost or left cabin baggage inside the aircraft, report it directly to the baggage service office at the destination airport. Citilink will check the record of the found property on the mentioned flight.
  • Citilink is not responsible for the loss of cabin property unless it can be proved that the lost was due to the negligence of staff or a party employed by Citilink, and the proof is acknowledged by Citilink or based on a court decision that has permanent legal force (inkracht).
  • Citilink will conduct an investigation or verify ownership of the found cabin property based on clues attached to the property. Citilink will contact the owner to pick up the property at the airport (where Citilink operates) if there is information on contact and ownership.

 

Handling of unclaimed baggage and unclaimed property

  • If unidentified baggage/items are found, Citilink will conduct a necessary investigation based on reservation data or clues attached to the property.
  • If ownership is uncertain, Citilink will store the property up to 3 months after the flight date or after the date the property is found.
  • If the property is claimed during the storage period, Citilink will conduct a mandatory verification process before handing over the property.
  • If the property ownership cannot be ensured within 3 months after the investigation and verification process. Citilink will annihilate the unclaimed baggage or property referring to the rules of Luchtvervoer-ordonatie/ Ordonasi Penerbangan Udara (OPU) Nomor 100 jo 101 year 1939.
  • For baggage with the following properties:
    • Perishable goods, contaminating, or endangering.
    • Based on consideration of safety & security, health, or convenience, it may result damage or danger.
  • Citilink will destroy the baggage and/or its contents immediately, as the maximum storage limit is 3 days.
